The OEE indicates how well the total organisation is using equipment. The standard for the OEE is an availability of 365 days, 24 hours a day, to produce. There are many reasons why time is lost on equipment. All the lost time reduces the standard and will result in Utilisation Time.
As already stated the total organisation is involved in OEE. For instance the ‘lost’ time “Factory Closed” is determined by management. The equipment is just producing during 5 days, 8 hours per day and is not in use during the other 128 hours/week. Or the equipment has a “Commercial” Stop due to the fact there are not enough sales. The sales department has to make extra efforts to get enough workload. The equipment stands still due to “lack of materials”. An example is the failure of tomato crop and there is a shortage on the market. Purchasing is responsible for this loss. And of course manufacturing and maintenance have an important role in reducing the losses.
